docs: bump verification baselines to 2da11b9

Line anchors in reference.md / retired.md were re-read against the compat-cleanup
commit, and the test baseline in charter.md and roadmap.md moves 62 -> 61 to match
the deleted from_env()-driven case.

GATE-DOCS: PASS 5/5, ANCHOR 247 line-refs / 0, SECTION-REF 216 / 0.
