- Delete HANDOFF-push-401.md (fully superseded: TTL fix chain closed,
rate-limiter ordering fixed in 3b36fe3, live chain confirmed 2026-10-16,
two-path table superseded by in-process drain ac0f291). Retirement row
added to docs/retired.md / retired.zh-CN.md.
- docs/opengaps.md + opengaps.zh-CN.md: new closing-record sections
§4 (push-401 incident, TTL 0 lesson) and §5 (untimely delivery, sole
consumer was out-of-process cron) plus process lessons (handoff docs
live outside validators; live user test is final authority).
- docs/design.md + design.zh-CN.md: replace stale 106-passed baseline and
phantom TEST_BASELINE anchor with the 111/0/4 (2026-10-16) value citing
the test-baseline line under GATE-P0 in docs/charter.md.
